A new strategy to manage relations with Russia is high on the agenda of the 2-day EU summit which opened in Brussels on Thursday. 

In an invitation letter sent to 27 members on Wednesday, President of the European Council Charles Michel mentioned the worldwide supply of vaccines, migration, economic recovery, and external relations, particularly with Turkey, Russia, Libya, and Belarus.

The leaders are expected to propose economic recovery policies and address the current migration situation.
