Hanoi applies technological solutions for COVID-19 prevention and control

In realizing guidelines of the Government, ministries and ministerial-level sectors as well as directions of the municipal Party Committee, Chairman of the municipal People’s Committee Chu Ngoc Anh issued Dispatch No. 21/CD-UBND, instructing heads of the city’s entities and localities to carry out COVID-19 countermeasures citywide in new situation.

 

The municipal People’s Committee assigned the Department of Health to coordinate with agencies and sectors to build and organize the implementation of the “safe adaptation, flexibility and effective control of the COVID-19 pandemic” plan with a feasible roadmap in line with the Government’s Resolution No. 128/NQ-CP dated October 11, 2021.

 

According to Deputy Secretary of the municipal Party Committee Nguyen Van Phong, Hanoi has been still at very high risk of COVID-19 spreading as coronavirus infected cases with unclear or unknown source of infection have been found in the community.

 

Moreover, the number of people returning to the capital city from COVID-19-affected regions is very high, with potential threat of spreading the virus in the community. Hanoi’s surrounding localities, such as Bac Ninh and Ha Nam, have recently confirmed new and complicated clusters.

 

In order to effectively implement the dual task of curbing the pandemic and boosting socio-economic development, Phong said that the city’s authorities at all levels must stay vigilant against COVID-19 and timely implement stronger measures to put the pandemic under control.

 

Technological solution is the optimal choice, helping the capital city in safely, flexibly and effectively adapting to COVID-19 and recovering business and production, he stressed.

 

Applying tech solutions in the fight against COVID-19 

 

Over the past time, Hanoi has enhanced the application of information technology (IT) in its COVID-19 prevention and control work.

 

According to the municipal Department of Information and Communications, the city has applied technological solutions in its COVID-19 battle, such as electronic health book application, display  of QR code in public areas, a public portal of COVID-19 vaccination information, the national immunization support system.

 

The department has cooperated with relevant agencies under the Ministry of Public Security to deploy the nationwide citizen management software in pandemic-affected areas on the basis of the National Population Database.

 

Specifically, when citizens register to make medical declarations at https://suckhoe.dancuquocgia.gov.vn before going through pandemic control stations, the system will generate them a QR code. At the checkpoints, police officers will check information on the system and decide whether to let them go through or not.

 

Besides, Hanoi has also developed a software to trace positive cases (F0) for COVID-19, and make a list of F1, F2 cases.

 

The hotline 1022 has been established as a connection between citizens and the municipal authorities. Starting from August 19, the municipal Department of Information and Communications has operated the emergency line, connecting to the Emergency Center 115, the Center for Disease Control and Prevention (CDC) Hanoi, the Companion Physicians Network, and the Department of Information and Communications to receive reports on violations of COVID-19 prevention and control regulations.

 

From August 20 to October 14, the municipal department received a total of 101,936 calls and messages, in which 95,786 reports were handled, 6,150 others were forwarded to districts’ authorities to solve.

 

The capital city has been urging people to apply technological solutions including electronic medical declaration tokhaiyte and Bluezone contact-tracing apps.

 

Thanks to the effectiveness in epidemic prevention and control, the daily life of the people in Hanoi has gradually returned to normal.
