Vietnam, Singapore strengthen defense ties

Vietnam and Singapore agreed to work closely to strengthen bilateral defense ties at the 13th Defense Policy Dialogue on Friday in Singapore.

Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien and Permanent Secretary of the Singapore Defense Ministry Chan Heng Kee, co-chaired the dialogue.

The two sides agreed to increase delegation exchanges and enhance cooperation in human resources and cooperation between naval and air forces and coastguards.

 

They will also expand cooperation in cyber security, maritime security, digital transformation, and response to newly emerging diseases, and promote consultation and mutual support within the military-defense framework of ASEAN. They also signed a cooperation work plan for the 2023-2025 period.

 

Earlier Mr. Chien also called at Senior Minister of State for Defense Heng Chee How at Ministry of Defense and visited the Information Fusion Centre at Changi Naval Base.

Egypt tightens security ahead of COP27

Egypt has completed all preparation for the 27th Conference of the Parties of the UNFCCC (COP 27) with strengthened security measures. Security stations and barriers have been set up along the main streets and surrounding areas of Sharm El-Sheikh city, where the event will be held from November 6-18.

 

Egypt has also tightened security in Sharm El-Sheikh international airport.

 

Areas restricted to only UN officials called the “Green Zone” included Sharm El-Sheikh International Convention and Peace Park Botanical Garden, where events for local businesses, youths, communities, academics, and artists will be held.

 

Egyptian officials said leaders attending the COP27 conference may become the targets for militant groups, despite no clear threats so far.

 

COP27 is expected to welcome more than 35,000 international delegates including 100 government leaders. Around 3,000 foreign correspondents have signed up for the event.

Seoul Halloween crush: Body of Vietnamese victim brought home

 

 -The body of a Vietnamese national (female, born in 2001), who was killed in a crowd crush disaster in Itaewon neighborhood in Seoul, South Korea, on October 29 night, would be repatriated on a flight from Incheon to Ho Chi Minh City on Wednesday afternoon, the Korean Police Agency said earlier the same day.  The Korean Ministry of Foreign Affairs has decided to support 20 million won (more than 14,000 USD) in consolation and 15 million won (10,500 USD) in funeral expenses for the victim’s family. The cost of transporting the body home is included in the cost of the funeral.

A respect-paying service for the Vietnamese citizen was held on Monday at Bucheon Hospital mortuary, which was attended by Minister Counsellor at the Vietnamese Embassy Nguyen Viet Anh and Korean Minister of Foreign Affairs Park Jin sent a wreath.

More than 150 people, mostly teenagers and young adults in their 20s, were killed in a crush when a huge crowd celebrating Halloween surged into an alley in a nightlife area of the South Korean capital Seoul on Saturday night.

Nine arrested after bridge collapses in India

 Indian police arrested nine people on Monday as they investigate the collapse of a foot bridge over the Machchhu River in western India which killed at least 134 people.

Local authorities opened a case against Oreva, the bridge’s operator, for suspected culpable homicide, attempted culpable homicide and other violations.

The Oreva Company has been in charge of managing the bridge for the past 15 years. Hundreds of people bought tickets to the bridge to celebrate the Diwali and Chhath Puja festivals. A local MP criticized Oreva’s unlimited ticketing, saying that overcrowding on the bridge led to the tragedy.

North Korea demands US and South Korea stop joint military drills

North Korea on Monday demanded the US and South Korea stop large-scale joint military exercises, saying that they could lead to “more powerful follow-up measures” from Pyongyang. North Korea’s Foreign Ministry said in a statement carried on the Korean Central News Agency on Monday that the situation on the Korean peninsula has entered a serious confrontation phase due to ceaseless military moves by the US and South Korea.

Yonhap News Agency said the US and South Korea have begun an air force exercise called Vigilant Storm amid concerns that North Korea will conduct a nuclear test for the first time since 2017.

South Korea vows probe into deadly Halloween stampede

South Korean Prime Minister Han Duck-soo on Monday promised a thorough investigation into the Halloween crush over the weekend that killed more than 150 mostly young people in the capital and plunged the country into mourning. 

Tens of thousands of party-goers had crowded into narrow streets and alleyways of Seoul’s popular Itaewon district on Saturday for the first virtually unrestricted Halloween festivities in three years. But chaos erupted when people poured into one particularly narrow and sloping alley, even after it was already packed, witnesses said.

“The government will undertake a thorough investigation into what caused this accident and do its best to make necessary institutional changes so that such an accident is not repeated,” Prime Minister Han said as government officials met on the disaster.

The disaster is the country’s deadliest since a 2014 ferry sinking that killed 304 people, mainly high school students.

Vietnam deploys citizen protection in Seoul stampede

 A Vietnamese citizen is among at least 151 people killed in a Halloween celebration crowd crush in South Korea’s Seoul Saturday night, the Vietnam embassy confirmed Sunday. The embassy said it was cooperating with local authorities to verify information and the identity of the deceased Vietnamese citizen.

It has also requested South Korean authorities to investigate the cause of the incident and performing necessary citizen protection measures to protect the rights and interests of Vietnamese citizens.

The consulate department of the Ministry of Foreign Affairs is also cooperating with local authorities to verify the identity of the victim and perform necessary procedures.

The Ministry of Foreign Affairs assigned the Vietnamese Embassy to closely follow the incident and work closely with local agencies to deploy necessary citizen protection measures.

Vietnamese citizens in need are urged to contact the hotline: (+84) 981.84.84.84 of the Ministry of Foreign Affairs and (+82)10.6315.6618 of the Vietnamese Embassy in South Korea.

About 100,000 people had converged in Itaewon that night, as at least 151 people died and dozens more were injured.
