Hanoi focuses on containing COVID-19 and maintaining economic growth in new situation

At the second session of the 16th Hanoi People’s Council on September 22, Vice Chairman of the municipal People’s Committee Ha Minh Hai gave a report on results of socio-economic performance, budget collection and expenditure in the first eight months as well as major missions in the remaining months of 2021. According to Hai, despite the severe COVID-19 situation from January to August, Hanoi set containing the epidemic as its top priority, with serious implementation of the Government’s directions in the spirit of “fighting the pandemic is like fighting an enemy”.

The city’s supreme goals are protecting public health, maintaining production chains, balance supply and demand sources, and guaranteeing social security.

State budget revenue in the city reached over VND164.4 trillion, meeting 69.8% of the estimate, representing a year on year increase of 10.3%.

Local budget expenditure was estimated at over VND39.1 trillion, meeting 40.3% of the target assigned by the central level. As of August 31, the city spent over VND993.6 billion from budget provision on contingencies. Of the figure, around VND788 billion has been allocated for COVID-19 prevention and control.

During the period, especial attention has been paid to carrying out the national target program on new-style rural area construction in association with agricultural restructuring and rural economic development for the 2021-2025 period.

The city has also enhanced implementation of One Commune One (OCOP) program.

Up to now, Hanoi has 13 districts and township recognized as meeting all criteria for new-style rural areas. 368 out of 382 communes (or 96.3%) in the city have fulfilled the criteria set for new-style rural areas.

The city has also made greater gains in planning, construction, transport, environment protection and urban development.

Set up economic growth scenarios in new situation

According to Vice Chairman of the municipal People’s Committee Ha Minh Hai, based on the COVID-19 situation, Hanoi is mapping out scenarios for economic growth recovery in new situation.

With the goal to fulfill all targets set for 2021, the city will enhance the application of information technology and digital transformation in operation of administrative agencies at all levels.

Hai asked for the support of local businesses and people for the city’s COVID-19 fight.

More effort will be made to realize resolutions adopted at the 13th National Congress of the Communist Party of Vietnam (CPV) and the 17th Congress of the municipal Party Committee, and ten action programs of the Hanoi Party Committee, the municipal official stated.

The municipal People’s Committee will take measures to strengthen growth model innovation and economic restructuring on the basis of science and technology application.

Hai also stated that Hanoi will focus on promoting cultural and social development, education, training and scientific research; ensuring social welfare and job security; enhancing administrative reform; dealing with complaints and denunciations; maintaining security, political stability, social order and safety in all situations; and improve efficiency of foreign affairs and international integration.
