At the invitation of Lao People’s Revolutionary Party Central Committee Member, Vientiane Mayor Athsaphangthong Siphandone, Party Central Committee Member, Hanoi Party Committee Deputy Secretary, Hanoi People’s Committee Chairman Tran Sy Thanh led a city delegation to visit and work in Vientiane from November 4 to 5, 2022. The visit to and work in Laos of the Hanoi delegation is part of a series of activities to celebrate the 60th anniversary of the establishment of diplomatic relations (September 5, 1962 – September 5, 2022) and the 45th anniversary of the signing of the Treaty of Friendship and Cooperation between Vietnam and Laos (July 18, 1977 – July 18, 2022), concretizing the spirit, meaning and purpose of the “Year of Friendship and Solidarity between Vietnam-Laos, Laos-Vietnam 2022”; contributing to consolidating and strengthening the cooperation and development relationship between Vietnam and Laos in general and between Hanoi and Vientiane in particular, promoting the effective implementation of the Memorandum of Understanding for cooperation between the Party Committee and Government of Hanoi and the Party Committee and Government of Vientiane in the period of 2022 – 2025.
On November 4, Athsaphangthong Siphandone – Mayor of Vientiane had a meeting with the Hanoi delegation.
Warmly welcoming Chairman of the Hanoi People’s Committee and the Hanoi Delegation to visit and work in Vientiane, Athsaphangthong Siphandone assessed that this visit is of special significance when the two countries are celebrating the “Year of Friendship and Solidarity between Vietnam – Laos, Laos – Vietnam 2022”. For the first time, the two capitals continuously carried out high-level contact activities in the same year, demonstrating the close, glued and united relationship between the two sides.
On behalf of the delegation, Chairman of the City People’s Committee Tran Sy Thanh thanked Athsaphangthong Siphandone and the leaders of Vientiane for the warm welcome and affection for the delegation.
In the atmosphere of solidarity and openness, assessing the results of cooperation between the two capitals over the past time, leaders of the two sides said that Hanoi and Vientiane have always given high priority to developing friendship relations.
The results of cooperation over the past time have not only contributed to the strong development of the two capitals, but also made an important contribution to preserving and developing the special traditional friendship relationship between the two Parties and States and the people of Vietnam and Laos.
The two sides agreed on the important and comprehensive meaning of the Memorandum of Understanding on cooperation for the period 2022-2025 between the Party Committee and Government of Hanoi and the Party Committee and Government of Vientiane, as a basis for activities of bilateral cooperation in the new period.
Chairman of the City People’s Committee Tran Sy Thanh expressed his satisfaction that under the leadership and guidance of the Party Committees and Governments of the two capitals, many contents and areas of cooperation mentioned in the MoU have been implemented.
Since April 2022, the specialized agencies of the two cities have together signed many Memorandum of Understanding on thematic cooperation in staff training, youth work, and district cooperation. For the first time, the two sides have coordinated to organize bilateral trade and investment promotion activities, meeting the needs and aspirations of businesses of the two capitals. The two sides also promoted the construction of a project to build the headquarters of the Department of Justice and the Vientiane Capital Procuracy, a typical work for bilateral cooperation in the period of 2022 – 2025.
This visit of the Hanoi delegation to Vientiane aims to attend the groundbreaking ceremony for the construction of the headquarters of the Department of Justice and the Vientiane Capital Procuratorate, the signing ceremony of the Memorandum of Understanding on cooperation in the field of industry and trade between the Hanoi Department of Industry and Trade and the Vientiane Department of Industry and Trade, as well as to a series of showcase and exhibition activities, bilateral business talks on the occasion of the Festival That Current remains a recognition of the efforts of the two sides in the effective implementation of the contents of the MOU for the period of 2022 – 2025.
Discussing a number of key cooperation areas in the coming time, Athsaphangthong Siphandone suggested that the two sides pay attention to promoting cooperation in the financial sector, especially public finance, agriculture and rural areas and education.
Agreeing with the opinions and proposals of the Vientiane authorities, Tran Sy Thanhsuggested that the authorities, agencies and specialized units of Hanoi and Vientiane should continue to promote the creative spirit, propose specific and vivid cooperative measures and activities, bringing practical effects; seek appropriate information exchange mechanisms, promptly remove difficulties and obstacles in the process of cooperation, effectively implement the direction of the Central Committee of the Party and State of Vietnam – Laos and fully content of the Memorandum of Understanding on cooperation between the two capitals for the period of 2022 – 2025.
