Hanoi Party Committee discusses major issues

On August 31, the Executive Committee of the Party Committee of Hanoi held a meeting to discuss and give opinions on the Project on decentralization of State management; update and adjust the City’s 5-year medium-term public investment plan 2021-2025; adjust the Public Investment Plan in 2022 and the orientation of the City’s Public Investment Plan in 2023. In his opening speech, Secretary of the Hanoi Party Committee Dinh Tien Dung suggested a number of issues for the conference to discuss and give opinions.

He emphasized the importance of the project on decentralization of state management and authorization in Hanoi, which would have a direct impact on the effectiveness of political tasks in general and socio-economic development tasks in particular at all levels of government of the City, especially at the departmental, sectoral and municipal levels.

The Standing Committee of the City Party Committee has established a Steering Committee to develop the Project on decentralization and authorization; focus on reviewing all contents, fields, tasks and administrative procedures at all levels of the City to complete the Scheme in the spirit of strengthening decentralization and authorizing subordinates in accordance with the provisions of the law.

The project proposed decentralization and authorization in a stronger, more thorough and substantive way, specifically: it proposed decentralization and delegation of powers for 634 administrative procedures, or 35.5% of administrative procedures at the city and district levels and 41.65% of administrative procedures at the city level; proposed to continue to decentralize 09 state management tasks and continue to delegate authority for 36 tasks. In addition, the Party Committee of the City People’s Committee proposes to delegate powers in processing all the investment procedures to the district level for projects funded by the district budget.

The Secretary of the City Party Committee emphasized that this is a difficult, complex and comprehensive task in all socio-economic fields, which is regulated by many legal documents. The feasibility still depends on many factors such as staff capacity, financial resources, etc.

He suggested that delegates focus on discussing and giving opinions on decentralization of investment in construction of high schools; on decentralization of investment in clean water systems in remote and rural areas that cannot be connected to centralized water supply systems; areas where there is no water supply system and no competent private investors, on decentralization of investment in local wastewater treatment works and wastewater collection systems in the locality; on adjustment of investment policy for group B, group C projects; on decentralization of management for the parking area; managing traffic lights on roads invested by district level.

Regarding the adjustment of the 2022 Public Investment Plan of the City level; orienting the City’s 2023 Public Investment Plan and updating and adjusting the City’s 5-year medium-term public investment plan 2021-2025, the Secretary of the City Party Committee said, by the end of August 2022, the disbursement rate of public investment capital of the city just reached 27.1% of the plan.

According to the Secretary of the City Party Committee, the current situation shows that a number of projects have been allocated the fund, but due to many reasons, the disbursement is facing difficulties. However, there are also a number of projects that need additional capital to speed up the progress or have met the conditions for allocating start-up capital. In addition, up to now, the City still has a total amount of about VND 1.7 trillion that has not been disbursed, which also affected the disbursement results; in which, providing capital to implement the National Target Program on new rural areas and sustainable poverty reduction are very important programs of the City, he noted.
