Top nuclear envoys of South Korea and the United States had phone talks on Friday on stalled nuclear negotiations with North Korea and the South’s proposal for an end-of-war declaration. According to South Korea’s Foreign Ministry, Noh Kyu-duk, special representative for Korean Peninsula peace and security affairs, and his American counterpart, Sung Kim, agreed on the need to “stably manage the situation” on the peninsula. The Ministry said in a statement that they held constructive consultations over North Korean nuclear issues, including the end-of-war declaration. They will continue close consultations and cooperation for a quick resumption of the Korea peace process.

Denuclearization talks between the US and North Korea has been halted since 2019.

The North and the South are technically in a war because their 1950-1953 conflict ended in an armistice, not a peace treaty.
