According to the letter, in 2020, coping with the complicated evolution of the COVID-19 pandemic, the entire political system of Hanoi had taken various measures to fight the disease as well as boost socio-economic development recovery and development.

Agencies, organizations, businesses and people had joined   the municipal authorities in containing the spread of the pandemic, contributing to the country’s success in the fight against COVID-19.

However, in 2021, the pandemic has erupted again with more complex and unpredictable evolution, forcing the city to drastically carry out tough measures in order to fulfill the twin goals of combating the disease and maintaining economic growth.
