Hanoi People’s Council opens 9th session

On September 12, the 16th Hanoi People’s Council, term 2021-2026, held the 9th session to consider and decide on a number of important issues within its authority.  

Speaking at the opening session, Deputy Secretary of the Hanoi Party Committee, Chairman of the City People’s Council Nguyen Ngoc Tuan said, based on the provisions of the Law and the situation and practical requirements of the City, the Standing Committee of the City People’s Council decided to convene the 9th session to promptly consider and decide   a number of major and important issues in socio-economic development.

Accordingly, this meeting is a thematic session, but also a meeting to discuss many important contents to be considered and approved by the City Council, such as a group of issues on the project on decentralization of state management and authorization in localities.

“This is a very important and urgent content that has a great impact on socio-economic development and the effectiveness of the city’s government at all levels. This content has been discussed and commented by the City Council at the 7th meeting – July 2022. On the basis of taking stock  and absorbing the opinions of deputies of the City Council, the City People’s Committee has focused on completing the Scheme and draft Resolution to submit to the City Council for consideration and decision at this meeting,” Tuan emphasized.

According to the Chairman of the City People’s Council, in the past time, the City Party Committee, People’s Council and City People’s Committee have focused on drastically directing solutions to accelerate the progress of public investment projects of the City. However, due to many reasons, the progress of project implementation is still slow, until August 22, the disbursement rate was only 27.1%. compared with the plan assigned by the City Council.

At this meeting, in addition to considering and deciding on the adjustment of the 2022 Public Investment Plan; update and adjust the 5-year medium-term public investment plan 2021-2025; orienting the City’s 2023 public investment plan and approving policies and adjusting policies for a number of public investment projects, the City Council deputies will also focus on analyzing, evaluating, and pointing out the shortcomings, limitations and causes, and at the same time, discuss breakthrough solutions to speed up the progress of works and projects, especially solving “bottlenecks and bottlenecks” in disbursement of investment capital of the City.

In addition, the City Council will consider and decide on the level of support and encouragement for cadres, civil servants, public employees and contract workers in the health sector at public agencies and units under the City; Resolution on tuition fees for public preschool and general education institutions in Hanoi city for the school year 2022-2023 and the mechanism to subsidize tuition fees for some children Kindergarten and high school students of the City.

Regarding this content, Chairman of the City People’s Council Nguyen Ngoc Tuan said that, implementing Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government, localities must stipulate tuition fees within the regulatory framework. Currently, the Covid-19 epidemic has been controlled, the city’s economy is gradually recovering and stabilizing. However, people’s lives are still facing many difficulties after 2 years of being affected by the epidemic. In order to reduce the impact due to the adjustment of tuition fees according to the Government’s roadmap, with the view of accompanying, sharing difficulties, supporting to reduce the financial burden on students’ parents and to ensure social security, the City develops a plan for tuition fees for the 2022-2023 school year to remain the same as for the 2021-2022 school year (including the part that the City supports 50% of the tuition fee).

The difference between the actual collection rate and the tuition fee rate that must be implemented according to the roadmap of Decree 81/2021/ND-CP will be supplemented by the City budget. In addition to the above policy, the city also developed a mechanism to exempt tuition fees for two groups: preschool children and high school students in mountainous communes and a number of policy beneficiaries and disadvantaged according to regulations.

In addition, at this meeting, the City Council will also consider and decide on a number of contents and expenditure levels within its competence and consider adjusting the total payroll, supplementing the teaching staff in the 2022-2023 school year according to the regulations. Decision No. 72-QD/TW dated July 18, 2022 of the Politburo.

With the above important contents, Chairman of the City People’s Council Nguyen Ngoc Tuan suggested that the delegates of the City People’s Council uphold the sense of responsibility, focus on research, discussion, and contribute many enthusiastic and profound ideas.
