National online conference on fire prevention

 

On September 12, Politburo member and Prime Minister Pham Minh Chinh chaired a nationwide online conference on fire prevention and fighting and reviewed five years of implementing Decree 83/2017/ND-CP stipulating regulations on rescue work of the fire prevention and fighting forces.  In the opening speech, Prime Minister Pham Minh Chinh said that over the past time, the situation of fires, explosions, incidents and accidents has become complicated, unpredictable, with increasing frequency, especially fires in residential areas, high-rise apartments, industrial parks, markets, commercial centers, production and business establishments, and karaoke business establishments. According to the Prime Minister, the above serious and tragic cases are warnings and show that the situation is urgent, posing new requirements, tasks, mindset and approaches for the prevention and response to the situation, to ensure the safety of property and especially human life.

Faced with that situation, the Government   requested the Ministry of Public Security to assume the prime responsibility for, and coordinate with agencies in directing the investigation and clarifying the causes and responsibilities of state management agencies and local authorities.

At the same time, it is important to organize a conference to review and evaluate the fire prevention and fighting work and the results after 5 years of implementing Decree 83/2017/ND-CP. The Prime Minister affirmed that fire prevention and rescue work is a very important task in the current context. Meanwhile, people’s awareness about fire prevention and rescue is still limited; skills in handling and responding to incidents are not high; The implementation of legal regulations and state management activities on fire prevention and fighting and rescue are still  inadequate.

At this conference, the Prime Minister suggested that delegates discuss with high sense of responsibility, focusing on evaluating the achieved results, especially the things that have not been done, the shortcomings and limitations, clarifying the causes, what lessons can be learned. He proposed a range of focuses for discussion  such as: Perfecting policies and laws; stage of organization, implementation and state management; enhancement of awareness, knowledge and skills on fire prevention, rescue and rescue; the effectiveness of inspection, examination, and sanctions to handle violations;  the capacity of fire prevention, rescue  (especially in terms of people, technology, equipment, etc.) and responsibilities of relevant agencies, units and individuals.

Reporting on assessment of fire prevention and fighting work and review of results after 5 years of implementing Decree 83/2017/ND-CP, Major General Nguyen Van Long, Deputy Minister of Public Security said, over the past time, the situation of fire and explosion  is complicated and unpredictable with increasing frequency, especially in fires in residential areas, high-rise apartments, industrial parks, markets, commercial centers, establishments. production, business… Many cases have left especially serious consequences (most recently the Karaoke bar fire in Cau Giay district, Hanoi on August 1, 2022, which killed 3 firefighters); fire in a factory caused 3 deaths in Thanh Oai, Hanoi on September 10, 2022; the fire at a karaoke bar in Binh Duong on September 6, 2022 caused many deaths).

Speaking at the conference, Standing Vice Chairman of the City People’s Committee Le Hong Son said that right after receiving the Official Letter No. 792/CD-TTg dated September 7, 2022 from the Prime Minister, Hanoi issued Public Dispatch on strengthening fire prevention and fighting in the area; requesting agencies, units and businesses in the area to strictly follow the direction of the Prime Minister, and at the same time directed the implementation throughout the city.

Specifically, the City completed the general inspection of karaoke  parlors, bars, discos (the whole city has over 1,400 bars and discos)  and strictly and thoroughly handled all violations, ensuring compliance with the law.  As the result 326 businesses have been suspended. The inspection team request the Chairman of the People’s Committee of the district and the commune to be held accountable before the Chairman of the City People’s Committee if any violation occurs.

For business establishments during the repair period, the city would resolutely request business owners to cease operation in order to avoid unfortunate incidents that cause damage to people and property as in the past time.
