City strives for sustainable poverty reduction

HNP - By the end of 2018, poverty rate in Ha Noi is 1.16%. The city reaches its target of poverty reduction under the 2016-2020 plan two years ahead of schedule. This result comes from continuous effort of the Municipal People's Council and People's Committee with surveys, policies on social welfare and creativity to realize sustainable poverty reduction goal at all levels.

In an effort to realize the National Target Program on sustainable poverty reduction in the 2016-2020 period, the Municipal People's Council issues Resolution No. 03/2017/NQ-HA�ND on stipulating monthly subsidize for the helpless elderly and serious patients unable to work in Ha Noi, Resolution No. 09/2017/NQ-HA�ND on using city's budget to offer 100% financial aid for marginally poor households and people with leprosy under treatment in Hanoi Dermatology Hospital to pay for health insurance.

Furthermore, the Municipal People's Committee issues five decisions on realizing policies to support the poor households, such as Decision No. 12/2016/QA�-UBND on issuing Ha Noi's poverty line, marginally poverty line and average living condition for the period of 2016 to 2020, Decision No. 03/2017/QA�-UBND on stipulating incentive to encourage cremation in Ha Noi, Decision No. 4055/QA�-UBND on supporting people dealing with agriculture, forestry and fishery with average living conditions to pay for health insurance, Decision No. 9020/QA�-UBND on issuing Plan on launching the movement Join hands for the poor- Nobody is left behind to 2020.

For their parts, the local People's Committees of districts, suburban districts and towns also make their plans for poverty reduction in the phase of 2016 to 2020. They also prepare annual poverty reduction plans in accordance with local conditions. Some districts even release their own sustainable poverty reduction projects with specific measures for fast, sustainable poverty reduction, such as Cau Giay, Thanh Xuan, Ba Dinh, Long Bien, Tay Ho and Quoc Oai.

Along with specific policies to reduce the poverty, Ha Noi takes further effort to mobilize other resources. According to report of the Municipal People's Committee, the city mobilized over VND 6,380 billion to realize the poverty reduction program. The Viet Nam Fatherland Front Committees of Ha Noi, districts, suburban districts and towns mobilized nearly VND 120 billion to build and renovate houses of the poor.

Thanks to the practical and effective policies, by the end of 2018, Ha Noi reduces poverty rate to 1.16%, a significant decreases against the same period last year (1.69%). So far, four districts have no more poor households, including Cau Giay, Tay Ho, Ba Dinh and Thanh Xuan.

Authorities proactively and creatively perform their tasks

According to Chairman of the Thanh Xuan District People's Committee Nguyen Xuan Luu, for sustainable poverty reduction, the poor household must realize that they have to escape the poverty themselves without being rely on the State. In an effort to encourage the poor, Thanh Xuan mobilized VND 3 billion from state budget to help them get loans and jobs with the help of non-governmental organizations. The district also successfully mobilized around VND 3 billion for its Fund for the Poor, which was used to build, renovate houses of the poor. A job fair was organized in 2018, contributing to helping them find a job and stabilize their life.

In 2019, Thanh Xuan aims to continue effort, support the households who have recently escaped poverty, and prevent them from falling into poverty again, Nguyen Xuan Luu emphasized.

Ba Dinh district also witnessed remarkable progress in poverty reduction. At the end of 2018, the district had 435 poor households; by the end of the year, there is no more poor households. According to Vice Chairman of the Ba Dinh People's Committee Nguyen Quang Trung, the district closely cooperates with its communes to take poverty reduction measure for each target group, such as helping them in renovating houses, getting loans; organizing vocational training; introducing jobs, offering financial support, or exemption and reduction of tuition fee; helping the ones who are incapable of working. Thanks to action of authorities at all levels, the districts now has no poor households.

According to the inspection of Municipal People's Council, result of poverty reduction in several remote areas are not sustainable. Some localities fail to maintain regular inspection and supervision; part of the beneficiaries still rely on support, and do not strive to escape the poverty themselves. Therefore, governments at all levels shall review performances regularly and continuously, and offer timely support to help the disadvantaged people.
