Hanoi to mobilize resources for economic development

Politburo member, Secretary of the Hanoi Party Committee and Head of the National Assembly delegation of Hanoi Dinh Tien Dung at the 7th session of the 16th Hanoi People’s Council on July 5 called on the authorities to address shortcomings and support businesses as part of efforts to aid economic recovery.

Reviewing some outstanding results in the first six months of the year, Secretary of Hanoi Party Committee Dinh Tien Dung said that Hanoi had effectively controlled the Covid-19 pandemic and now shifted focus to promoting economic recovery and development and cultural development; ensuring social security and welfare; improving people’s lives with the spirit of “Discipline, responsibility, action, creativity, development”.

The city has submitted to the Politburo for promulgation Resolution No. 15-NQ/TW dated May 5, 2022 “on the direction and tasks of developing the Capital until 2030, with a vision to 2045”; which lays out 4 visions, 2 goals and 8 groups of tasks and solutions that Hanoi needs to focus on implementing. This is the legal basis and an important condition to create a driving force for the development of Hanoi from now to 2030 and 2045, said Dung.

At the same time, Hanoi has proposed to amend the Capital Law with outstanding specific mechanisms and policies, to meet the requirements of Hanoi’s development in the new period; adjusting the city’s construction planning to 2030 with a vision to 2050.

The Secretary of the City Party Committee also emphasized that the city has completed all the assigned tasks in organizing the 31st SEA Games. Hanoi sport delegation achieved impressive results by wining 151/446 medals – accounting for 1/3 of the total number of medals of the national team.

In particular, right after the National Assembly approved and issued the Resolution on investment policy of Ring Road 4, the city had a meeting to discuss the project implementation plan, establish a steering committee and assign specific responsibilities to all related parties, from site clearance, resettlement, implementation of the planning on both sides of the route to ensure compliance with the planning and exploitation of the land fund.

Secretary of the Hanoi Party Committee Dinh Tien Dung acknowledged and highly appreciated the activities of the People’s Council and the deputies of the City People’s Councils at all levels for the contribution of the legislative body to Hanoi’s development. The municipal People’s Council has properly selected important and pressing issues that are of great interest to voters and public opinion to promulgate resolutions and supervise the implementation accordingly.

Dung, however, addressed several shortcomings that the city needs to focus on. At present, the city’s disbursement of public investment capital in the first 6 months of the year was slower than the national average. The number of newly established enterprises decreased by 10%, the number of enterprises carrying out procedures for dissolution (up 13%) and registered to suspend operations (up 51%) is on the rise. Average CPI in the first 6 months increased by 3.25% – much higher than the growth rate of the same period in 2021 (up by 1.14%), putting pressure on the 2022 target of controlling inflation below 4%.

On that basis, Secretary of the Hanoi Party Committee Dinh Tien Dung suggested that deputies of the City People’s Council focus on discussing and analyzing thoroughly key issues, specifying the causes, especially subjective causes, and proposing effective solutions for successful realization of targets for the remaining 6 months and the whole year 2022.

Dung also gave instructions on continuing to implement safe, flexible and effective adaptation measures to effectively control the Covid-19 epidemic. To prevent and control the Covid-19 pandemic amid the emergence of a new strain in Vietnam, it is expected that Hanoi would focus on carrying out the vaccination against Covid-19 for children aged 5 to under 12 years old, and administering the booster dose for eligible groups.

Given the fact that the disbursement of public investment funds is still slow, the Secretary of the City Party Committee emphasized the need to focus on reviewing and removing difficulties and obstacles, speeding up progress, and improving the disbursement rate for public investment.
