Promote a culture of dialogue, solidarity and consensus at the Security Council

Vietnam has successfully assumed the role of Chairman for the second time in April 2021 of the term of non-permanent member of the United Nations Security Council for the term 2020-2021.

On this occasion, Deputy Minister of Foreign Affairs Dang Hoang Giang discussed with the press about the results achieved in the month of the Chairman of the Security Council this time as well as the upcoming activities of Vietnam to successfully complete the role. role at the non-permanent member of the Security Council of the United Nations for the term 2020-2021.

– How does the Deputy Minister rate the outstanding results that Vietnam achieved in the month of the Chairman of the UN Security Council?

Deputy Minister Dang Hoang Giang: Can happily affirm that the month of President of Vietnam (April 2021) was a very successful success, reflected in three aspects. The first is the coordination and administration of the work as the Chairman of the Security Council.

In April 2021, we ran a sizable workload with nearly 30 ambassador-level meetings, dozens of working-level meetings to discuss a wide range of issues on all continents, from Africa, Middle East to Europe, Asia …

We also proposed and passed in the Security Council 10 documents, including 4 resolutions.

The good news is that these documents and resolutions were passed with the consensus and consensus of all countries, thereby demonstrating the role of the Chairman of the Security Council in coordination, exchange and dialogue to maintain the Consensus and solidarity of members during the month of the President assumed by Vietnam.

Second are Vietnam’s contributions to the discussed, discussed issues and the work of the Security Council.

With the constructive point of view and stance, based on the United Nations Charter , in international law, we have clearly stated Vietnam’s stance and point of view on issues discussed at the Association Security Council to promote dialogue, increase trust, try to resolve conflicts and problems in many areas of the world.

The third is the proposals and initiatives that Vietnam is interested in and promoted in the month of the Chairman of the Security Council. With the approach of joining hands to prevent and resolve conflicts, we have launched 3 high-level discussions on conflict prevention , conflict resolution and conflict consequences handling.

On April 19, State President Nguyen Xuan Phuc chaired a high-level open discussion on the topic “Strengthening cooperation between the United Nations and regional organizations in promoting trust and dialogue in prevention and conflict resolution;” Foreign Minister Bui Thanh Son presided over two Ministerial-level Open Discussions on April 8 with the theme “Overcoming the consequences of mines and ERW and maintaining sustainable peace: Strengthening cohesion for more effective action. “and April 27th with the theme” Protecting the basis essential to people’s lives in armed conflict. ”

The sessions were held successfully, receiving the attention of countries with a very high level of participation, and passed important documents to promote the content we care about.

According to the Deputy Minister, what are the reasons that help Vietnam achieve those successes?

Deputy Minister Dang Hoang Giang: For the month of Chairman of the Security Council, we believe that the most important reason is the careful preparation. Assuming the role of the Chairman of the Security Council requires preparation over the previous several months at all stages from content to the program, including close consultation with Security Council countries and other countries. United Nations member handling issues.

Another reason is the support from Security Council members to Vietnam. This support shows that countries attach special importance to the position and role of Vietnam in recent years. The proposals and initiatives we have come up with with valid arguments and strongly supported by countries.

In addition, the initiatives and activities of Vietnam in the month of the Chairman of the Security Council also received close attention from the Party and State leaders. State President Nguyen Xuan Phuc directly presided over a Security Council discussion session.

The Minister of Foreign Affairs and leaders of ministries, branches and localities also participated in all major activities in the month of the Chairman.

Another key point is the unanimous participation of relevant ministries and agencies. Just before the month of the President, on March 27, 2021, the Ministry of Defense deployed officers and staff of the No. 3 Field Hospital No. 3 on the way to accept their duties at the United Nations Peacekeeping Mission South Sudan.

This also proves that, in addition to our contributions as the Chair of the Security Council or our contributions by expressing our stance and point of view, we also contribute by concrete actions.

– According to the Deputy Minister, what are the biggest difficulties and challenges of Vietnam when taking the role of Chairman of the Security Council in April 2021? How do we deal with those difficulties and challenges?

Deputy Minister Dang Hoang Giang: In itself, taking on the role of Chairman of the Security Council has been a difficulty. We have to deal with and reconcile differing views of different groups of countries, especially large countries. Every time negotiating, negotiating an issue or a document has a collision of opinion.

As Chairman, we must flexibly handle those views in order to reach a consensus in solving pressing issues. This is always a challenge for any Chairman.

Needless to say, the success of Vietnam in its proposal and promotion of priorities in the past month of Chairman of the Security Council is not easy. Although they are of general interest, these are all new issues, there are still many differences when going into detail.

Fortunately, we have overcome those difficulties, so that during the month of the President, all countries agreed, agreed, and considered and resolved the problems raised. All 10 documents are approved by the Security Council with the absolute rate of 15/15 votes.

– During the remaining 8 months of the term of a non-permanent member of the Security Council, what should Vietnam do to promote the success achieved in the month of President 4/2021, Deputy Minister?

Deputy Minister Dang Hoang Giang: From now until the end of 2021 there is still a long way; The situation in the region and the world is still uncertain and unpredictable.

As a non-permanent member, wishing to contribute to the general work of the Security Council in particular and the United Nations in general and as an active and responsible member of the community. Internationally, in the coming time, we will continue to work together with other countries to find solutions to maintain an environment of international peace and security.

This is a common and throughout goal from now to the end of 2021 for Vietnam.

In that process, the most important thing is how to try to have solidarity and consensus for the Security Council.

For complicated issues at the Security Council, we need to be steadfast in our stance and principles to protect the national interests, while handling it skillfully and satisfactorily to promote a culture of dialogue, solidarity and co-operation. Consensus at the Security Council, actively contributing to the Security Council’s decisions must be based on the United Nations Charter and international law, including the principle of independence, autonomy, and disobedience. intervening in each other’s internal affairs.

Above all, we expect the Security Council to continue to be the most important body in the maintenance of international peace, stability and security.
